I just did a new build and been running off a Samsung 970 Evo. This new board supports 2 m.2 cards. I bought another exact card to use strictly for a gaming drive and boot into that when I game.
The issue I am having is that in the bios, when I have just one card in slot _1, it will read and show only one card. When I put just one card in slot _2 and leave _1 empty, it reads it correctly as _2. Now, when I put 2 cards in both slots it will show 2 cards in the bios but it shows as the exact same and both being _1. It's like something is telling it that _2 is the same as _1.

Could it be that since the card is the exact same card, there is a read issue in the bios? I have tried every combination of removal, making sure they are seeded correctly.

When I go into windows, the _2 drive will not even show. But when I load up Samsung Magician, it will show both drives. Going into Disc Mgt, it shows the first drive as Disc 0 and shows the 2nd as Disc 1 but has an error code (Offline - the disc is offline because it has a signature collision with another disc that is online)

FIXED:

Fix #3: Change disk signature with Disk Management
To fix a disk signature collision error from Windows using Disk Management, follow these steps:
  1. Start the PC
  2. Click Start
  3. Enter diskmgmt.msc and press Enter to open Disk Management
  4. Right-click the disk that’s marked as Missing or Offline
  5. Click Online
