Asus Dual 1060 6Gb fan issues

Hello,

I am having issues with my graphics card fans. One does not spin (seems like it tries to do so but fails and stops) while the other stays put until the card passes over the 55-60° C where it starts spinning beyond control.

HWMonitor reports 0 RPM while the computer sounds like a jet engine.

I have tried ddu and reinstalling latest Nvidia drivers, setting a custom fan curve with MSI Afterburner, taking the card out and reinserting it all of which have failed.

My system is : CPU: AMD Ryzen 1600@3.8Ghz
Mo/Bo: ASRock AB350 Pro4
RAM: G.Skill TridentZ 2×8Gb@2933Mhz (16-15-15-35)
GPU: Asus GTX 1060 Dual 6Gb
SSD: Samsung 850 Evo 250Gb
HDD: WD10EZEX
PSU: EVGA SuperNOVA G3 550W
CASE: NZXT S340 Elite

The second fan (the one away from output connections) seems like struggling to spin when the first one does after some warmup. Should be noted that there is nothing that keeps the second fan from spinning or blocking its way

Gonna stress test it from Linux OS tomorrow to see if it shows the same results as it uses different drivers and does not interfere with Windows. Should it work fine, I think a clean install of Windows might solve the issue. Should it not, I will rma it and ask for a replacement one
