What I want to ask about is
I have a graphics card:
asus dual gtx 1060 3gb oc
When I watched my gpu clock
I found him running on 1936 without oc , is this safe?

Nvidia GPUs automatically overclock themselves. The "feature" is called GPU Boost 3.0. Reviews of the 3GB versions are a little more scarce, but the FE GTX1060 6GB usually self-boosts to ~1850MHz stock when temps are under control, with a max overclockable frequency of around 2050MHz.
