Question Asus Dual RX 580 4GB stuck at 1025 MHz

I recently built a PC with the RX 580 and tried to test it out in Heaven and realized it was stuck at 1025 MHz. Trying to change the clock speed in Afterburner or Wattman did nothing after I hit apply.
