Asus e3 pro gaming v5 core frequency issue

I have an i7 6700k (non-OC, because the motherboard doesn't allow it) that only runs at 3.96ghz no matter what I do. I know it should turbo to 4.2ghz, and cooling isn't an issue..

Ive reset my motherboard a few times and enabled XMP (even though mobo only supports 2300mhz)

I have run prime95 for 10 minutes now to see if it would rise to 4.2 ghz, but it simply didn't.

Can anyone help me with this? Is there something I possibly overlooked?

I know the motherboard is a bad buy, but it's all they had in stock at the time :)

other specs:
windows 10 x64
16gb ddr4 @2300mhz
gigabyte g1 rx480 8gb
 
The motherboard has turbo mode enabled on default settings, so if you did reset CMOS, it should work. If it does not, it is because either: CPU temps are too high, PSU is not supplying enough power (do you have 8 pin EPS connected or only 4 pin ATX?) or there is problem with CPU.

I have a 550 watt PSU, so that's more than enough. Motherboard has the 24pin and 8 pin at the top left. My temps are 74-76 while under synthetic load (i have a 240mm watercooling solution). I don't know how to test and see if it's the cpu unfortunately 🙁
