Asus G73 Microstuttering/Screen Tearing

I just recently bought a used Asus g73SW from someone. It was working perfectly fine. I could run a lot of games on Ultra with no problems and a consistent FPS (Skyrim, SWTOR, Dragon Age 2).
Then, all of a sudden, when moving my laptop, something popped inside, and a burning smell emitted from the laptop. I think it was a small loose piece of metal that must have touched the motherboard and short circuited it.
Anyways, I sent it in for repairs, and got it back. They told me that they replaced the motherboard, the graphics card, and the LAN.

Now, when I play those same games, I can't run them on high without there being constant fluctuations in the FPS. With more GPU-demanding games (SWTOR), there seems to be constant stuttering whenever I move the camera, or do something like open an interface menu or use abilities, anything at all. The stuttering isn't visible if you're not looking for it, but it's so consistent and happens for fractions of a second at least once every couple of seconds.

I've tried other games like DA2, and it has the same problem.

I uninstalled then re-installed my Nvidia drivers, I defrgamented, CCleaned... Nothing worked.
I also tried reformatting the computer, for peace of mind. Nada

I also tested SWTOR on VERY LOW settings, and I got the exact same problems as when it was set on HIGH. The fps is the exact same as when it is on high, however it just feels like there's constant micro-stutters and makes the game unenjoyable/gives me a headache.
The same applies to Skyrim. There is micro stuttering as well as a lot of screen tearing when I'm turning and moving... This is both on high and low settings.

Is it possible that the problem may be due to my CPU, rather than my GPU? My HDD? My PSU?
The weird thing is is that it was working perfectly fine before I turned it in.

My specs are:

Intel Core i72630 QM @2.00GHZ - 3.00GHZ
Nvidia GTX460M
Windows 7 Home 64-bit
Seagate Momentus 7200 RPM 500GB
8 Gigs Ram @ 1333MHz

Any insight into this problem would be greatly appreciated.

I have the same Laptop as you and I experience the same thing. It the engine causing the problem, not the laptop. However, how did you overclock the laptop? As far as I know, the BIOs doesn't allow any overclocking. did you use a EVGA Percision type of tool?
 
Hello,
I don't see any indication that op's computer has any OC. Furthermore, depending on resolution you should be able to run the games mentioned just fine.
Make sure the windows power setting profile is set to high performance and that nVidia Control panel 3D profile is present for the said games.
