I got a 2080 yesterday but it does not use 100 or 99% GPU usage, is that because i only have 600W PSU?

I tried changing setting and i got the drivers for it.

Specs:

CPU: i7700K
Motherboard: GKEG16 GiBy GA-Z170XP-SLI Z170
Ram:16 GB IEIGGJ35 D416GB 2400-15 Ripjaws 4 Red K2 GSK
SSD/HDD: Samsung 850 EVO 500GB
GPU: Asus 2080S
PSU: TN6MB2 CooMas B600 600W ATX23
Chassis: Sharkoon S25-W
OS: Windows 10
Res: 1920 x 1080 (for now)

My Psu is now 2 and a half years old.
And I used DDU

You have RTX 2080S it is just behind after the fastest card 2080Ti and your problem is your 1080p resolution, you are CPU bottlenecked on 1080p, the CPU render as many frames as it can and cannot keep up with GPU to feed it, and GPU is standing by to receive FRAME from CPU, you should be on 2560x1440p at least to stretch that GPU. 2080Super is very powerful card, and its not intended to run at lower resolutions, it will not matter if you run a game on low or ultra details, it will just be the same, you will be still limited even if you add a 9900k CPU there, because it will be still up to the CPU to give the frames to the GPU, add bigger resolution monitor and then you will see higher GPU usage, it is impossible to see 100% usage on...

Best you list your specs like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:

What was your GPU prior? How old is the PSU?

It is kinda ridiculous! You don't pair the 2080S or Ti with quad-core CPU and expect higher usage of the GPU on 1080p resolution, also you don't pair 9900k with GTX 1060 and expect higher FPS on 4K, GPU will explode and CPU will work on 10%? Have you found your self now somewhere here!

I see thanks for the answer so i just need to get a higher res for the 100% Usage and my CPU is normally at like 40%.

It got strange to me, I believe you are on 2 threads YES, you should be on 1 but ok. Yes maybe CPU reports that but in background it definitely goes 100% I wrote you on the other thread for you, to install the HWiNFO64 monitor software and post the whole screenshot from it, start the program, RUN sensors, and go in-game do a 2-3 min gaming and then go and screenshot one image and post it here, if CPU goes to 100% it is somewhere issue? I don't want to talk before stuff happening, just do it and post it? I'll wait for your response.
