Asus GTX 770 Low FPS?

My Asus GTX 770 Direct CU II GPU seems like it isn't performing up to specs. I get only 35 fps on GTA IV for example on a Dell 1920x1200 monitor. I have an i7 3770k with 16gb 1600 mhz ram and a 256 Samsung 840 Pro SSD. I have tried overclocking the GPU however it still doesn't seem to increase too much. I have also uninstalled NVIDIA HD Audio drivers as I read that caused some performance decreases to some.

Hey,
I'm fairly sure the problem is GTA IV. That game was, "Ported", to the PC with many texture issues, bugs, and FPS issues. So it isn't your card in the case of GTA IV, but if this happens in other games, then you may have a GPU problem.
