Asus GTX 900 Strix concern

Hello, I have a concern about Asus new cooler feature, the 0 db fan mode, where the fans will not spin if the GPU is below 65 or something degrees.
Now my concern/question is : Isn't this bad for the rest of the GPUs components like vram, capacitors etc ?

Also, I want to ask, people who own the new 900 series Strix gpus, if it is possible to set the fans to always be ON when the system is on, regardless of GPU temp; in short disable 0 db fan feature.

It's possible to adjust the fan speed, or when the fan kicks in with Asus GPUTweak. With MSI Afterburner too probably. If your case doesn't have adequate airflow to deal with heat that's left behind, then go into GPUTweak and set a lower temperature when the fans kick in, like 50-55C or so. (By default they're set to kick in around 64-65C.)
