i am planing to buy a new graphic card.. but they have 2 different card and they are huge difference in the price gap....

Now if you linked to a shop in Philippines I could've chosen a GPU.

But not necessary, just look into the following GTX 960 2GB models and don't look back:

I wouldn't suggest either. There are complaints about a grimming noise made by the blower. Look into non-reference graphics cards. I would save money and get the GTX 960 2GB, in my mind It's not worth the premium price for the GTX 960 4GB.

I disagree about 2gb vs 4gb. Sure on most haha you won't see a difference, but I think as time moves on, you will wish you had the 4gb. As games advance and you want to turn settings up more you may find yourself turning things down to compensate. I know when I was shopping for games on steam recently some of them said if you have a 2gb card and attempt to adjust performance settings that you may hurt performance. So imo go ahead and get the 4gb if you can afford it.

Also, you might want to consider the r9 380 from amd. Performance is a little better than the 960 I think, or at least on par, and it's a little cheaper. But it will take a bit more power and may be a little warmer, but if you've got a decent psu and case fans in that area, should not be an issue. Personally at this point though I would not bother with a 2gb card unless there were just a very good deal or I cod not get anything else, because in the next year or 2, I have a feeling people will wish they had 4gb.

4gb model is not needed. At 1080p, it does not make any difference if 2gb or 4gb. For higher resolution, there is a difference, but then that card can't handle higher resolutions well. So 2gb is perfect for this card. No need to give more money. Here is the prove:

The GTX 960 4GB stutters slightly less and is just a bit more consistent in It's highest framerate in heavy VRAM games. Not enough of a difference to ever be a life savior over the 2GB. For that you're simply upgrading to Nvidia Pascal/AMD Polaris like everyone else in 6 months.

Just what I'm saying, I figure the 7950 is not that far behind an r9 380. Not overly interested in the 970. Going to save for a new cpu/board for when amd's new cpus release then I can see if I want to go to that or go Intel. Then I can sell my old components and old gpu and see what I can get.
