Asus GTX 960 4gb Display issue

So i recently received the ASUS STRIX-GTX960-DC2OC-4GD5 from newegg, and was excited for my own personal gaming rig to be built. But then i was utterly disappointed to find out that when the graphics card was installed it would not post, but when i removed it and displayed off internal graphics, it worked/works fine.
I have been looking for a solution to the problem for two days now via online posts and what not; but alas i can not find a fix. i even called asus' customer support but not much help was given.
i removed the Ram and reconfigured them in every possible format but still no post.( due to forums speaking of the pcie gen 3 slot being interrupted by certain DIMMs). Also i tweaked with some BIOS settings but may have missed something key to fixing this.
The card is receiving ample power because the white led on the card that indicates power is on and its is being powered properly, and every sign of its functionality, including fans are working.
I would love to know if the problem is with the card itself or other problems from either mobo or certain drivers. and if anyone can help me with this problems i would highly appreciate it. Thank You

Yes I tried in the other pci slot and still it did not work. So to boot with on board while the card is in should I configure my pc to boot graphics from on board instead of pci? Sorry not too familiar with the tweaking of certain aspects on computers.
