Asus GTX 960 fan not spinning

Hello guys,
Need your expertise and experience please.
Why is it my Asus Gtx 960 STRIX will not spin if i set my fan to manual at 25%- 28%. But when i put it on 29% then the fan will spin. Is this something to worry? Does this need RMA? It's just nonsense to say 28% yet there's no work on my fan.
NOTE: My GPU is still 1month old. No dust as well.
PSU: Silverstone 500W
Im playing dota 2 at 45-48c
fallout 4 50-55c

I believe this is on purpose. Asus' cooling solution is so efficient it the card can stay at an acceptable temp without the fans spinning. PC parts have been doing this as of late. Even some PSU's. This is to reduce power consumption and reduce noise when it's not necessary. Nothing to worry about but if you're that concerned you should be able to change it in the ASUS software.

Those numbers look totally normal. Thats about what my Asus 970 idles at. I think some browsers use hardware support, I'm 90% sure at least google chrome does it. My fans don't really spin up till 50c+. If it bothers you you could always use the GPU tweak program from Asus and set a manual fan curve.
 


I wouldn't think so. I would assume excessive heat would cause lifespan loss, Asus set the default fan curve so seems like they deem it okay range.
