That is probably true, but there is no reason to get the 4gb version regardless. the gtx 960 can handle Battlefield on ultra, which requires about 2,8GB vram, which would make the 2gb the limitation in this case.
Edit: if he wants to play games like gta with some settings cranked to high, he will need the 4gb version. I have a friend who has the GTX 660 Ti with 2gb, and the only thing keeping him from cranking up the settings in GTA 5 is the 2gb vram. And the GTX 960 is much better than the 660 Ti.
