Asus gtx 970 fan at 100% speed

My asus gtx 970 fans recently started to work at a 100% speed when idle. I tried using msi afterburner to turn the speed down but it goes back to 100.
Specs:
I7 4770
Asus gtx 970
12gb ram
Windows 10

My msi gtx970 is getting hot recently and throttle too, cant oc anymore, reinstalled windows and drivers. i think it a windows problem

my temp are fine. around 60C when playing and 30-40 idle
