So, cranked up GTA V and I am not happy with the FPS I get ingame, MSAA at 4x and getting 45-50 FPS while nothing is happening on screen.

I have MSI afterburner, what are you guys suggestions the Core and Memory clock offset should be?

MSAA is VERY taxing in gta v I know nobody who actually uses 4x msaa in that game even most benchmarks for the game are done with 2x msaa not 4x. Try 2x MSAA and see how much it improves. Also extended distance scaling in advanced options is VERY taxing even on high end systems. What are the rest of your specs?

I cant give you specific numbers for overclocking as no gpu is the same, increase the core clock in 30mhz increments until it becomes unstable then back off a bit. This video guide below might help you.

All depends on your cooler type, power delivery, and ASIC quality ("Chip lottery"). Do you already have a factory OC model? I have my 980ti near 1500mhz, and you should have no issue getting yours to 1400 if youre on an aftermarket cooler.
