Asus GTX1080TI OC Stuck 139mhz

As the topic said: my GPC have been stuck at 139mhz idle, no matter what I do.

Even I ran a 3Dmark for the stress test, it is always 139mhz and less than 10FPS.

So far I have done the DDU for clean install in safe mode. I have tried newest driver and older driver and the result is still the same.
is there any thing I could do about it? it feels like it went to idle or safe mode.

My specs:
CPU:i7 4790k
Motherboard: Asus Maximax II Ranger
Ram: Kingston Hyperfury 32gb
PSU: Corsair AXI 1200

I have tried what you siad, but the results still the same.

i have tried what you siad and it is still the same, and i try to install order drive which is 378,78 that it is base clock show 244.6mhz instead of 139mhz, while runnning the stress test only have 3 high peak that jump to 1113mhz only for a sec and then back to 244.6mhz. I guess i have to RMA this card, hopefully it is not my pc problem.

I just tried it now, the gpu is still really stuck at low base core . His HD 7970ghz edition is better than mine. For Sure this gpu is broken or in a safe mode
