Asus GX501GI GTX 1080 Low FPS

I have recently bought this laptop with 8th Gen i7 24gb of RAM and 144hz 1080p monitor. first week was ok or so then I started messing around with drivers and setting in my computer as well as using my gpu for machine learning. Lately I am getting terrible fps results. Eg. I can get 40fps in Overwatch with scaling 100%. What I realize is fans do not crank up in most games including OW and pubg. What may be the problem? I have reinstalled almost everything and deleted CUDA libraries that I used for machine learning.

EDIT: My GPU temp is around 70 C while CPU goes around 80 C while gaming.
EDIT 2: I checked my fan speeds. they are constantly around 550rpm while gameplay AND while I am on desktop doing nothing.
 
Solution
Solved problem. I don't know which step sovled my problem but this is what I did:

1. There is a really slow progressing windows update (version 1803). Opened Windows update window and waited until it completely downloaded. There were 3 Asus firmware updates which installed alongside. You cannot uninstall Nvidia drivers without waiting for these updates to install. That's why I waited for them to finish. It I guess never finished downloading because I shut down my computer before it could and it kept trying every time.

2. Made a clean install of Nvidia drivers.
3. Uninstalled Geforce Experience.

Done! I get 170 fps at max settings on 1080p at Overwatch. Fans crank up whenever I enter the game unlike last times.
