Asus H87-plus mobo power on problem

I wanted to upgrade my CPU and needed a new mobo to do so, so I got the an Asus H87 plus mobo and the i5 4570 to replace an Asus m4a7blt micro atx and an AMD phenom II x4 630 (or something like that).

Anyway, the swap was pretty painless, but on the first power on attempt the computer would not power on. I figured it was the power button and tried every single connector for my cases power button wire and nothing worked.

I then shorted the pins with a screwdriver to see if that worked, and it did, however the case turns off in under a second after all the lights and fans come on, even if I hold it against the pins.

I've read it could be a PSU problem, but everything worked absolutely fine with my old components, however it is a few years old (corsair TX650w, what it says on the side of it.) The light on the bottom of the board and also on my video card are lit when the PSU is plugged in.

Dead mobo? I hope it's just a dead mobo. I really don't want to replace more parts.
 
Check check check. After reading that checklist it sounds like a short, but I'm not too keen on this stuff. I just used the leftover board raiser things that the old board had in place and everything screwed in fine, but maybe its shorting out that way? Not sure.
 
Alright lined them all up properly and we have lift off, however...

PROBLEM #2 The cpu fan isn't spinning, and I'm getting three beeps as soon as I power on. The fan is plugged into the mobo. Any guesses?
