asus H97 wont boot from win7 usb flash drive

i just purchased the Asus H97 motherboard and im trying to boot to a usb flash drive that has win 7 ultimate edition. the drive is visible is in the boot menu of the bios and i have it set as the priority boot device. when i press f8 and try booting directly to it the screen goes black and gives me a flashing cursor for a couple seconds before going back to the bios.
ive set the usb to full initialization in the bios, all my usb ports are enabled
ive made sure it is in a usb 2.0 port
ive tested the flash drive on my laptop and it boots just fine on there although for some reason its showing up as a seperate dvd drive
ive tried disabling the secure boot and it didnt make a difference so i re enabled it
ive tried turning csm off, again no difference so i turned it back on.
tried turning fast boot off, no difference so its back on

at this point im at a loss
 
Solution
Try FAT 32 formatting the drive and using Rufus (https://rufus.akeo.ie/) for making it bootable. Test also different USB port, if available.
