RX 6700xt GPU

I am pretty sure I am an idiot and didn't put enough thought into this before pulling the trigger. I recently grabbed one of the Asus m.2 expansion cards to increase my onboard storage; it's an x16 card, and therein lies the problem. If I understand everything correctly, the CPU has 24 dedicated PCIe lanes. 16 is usually reserved for a GPU, 4 for the NVME slots, and 4 for other PCIe peripherals. There's also the bottom x16 slot that is powered by the chipset instead of the CPU. So I thought that if I hooked the expansion card into that slot, it should work fine, albeit a little slower, but it doesn't. Disk Management only detects one drive out of the four, so it seems like that bottom slot is running at x4. What am I missing here? I apologize for the post being rather messy, it's early, and I am tired and frustrated.
