Asus laptop stuck in BIOS loop

So I was installing planet side 2 from steam on my 2nd hardrive (My OS is on my SSD) when I get this blue screen saying Windows needs to restart.
When it finally restarts it is now stuck on the Aptio setup utility. If I use F10 to save and exit it just loops straight back to it.

I tried a fix online where I enable 'Launch CSM' on the boot menu and disable 'secure boot control in the security menu. This is intended to allow me to go into Windows recovery mode when I hold F9 on the ASUS screen just as I boot up my computer. However when I do this nothing happens and eventually I get to a black screen which says "Reboot and select proper boot device or insert boot media in selected boot device and press a key."

So I'm pretty much stuck like this, and my knowledge of BIOS and this stuff is pretty limited. Any suggestions or advice is appreciated.
The laptop model number isan ASUS N551JX-DM192H and is on Windows 10, updated from 8.1 a few months ago.

Please do try these troubleshooting steps that I suggested to others who had the same problem. More likely it's the HDD that has the problem.
- Start by doing a hard reboot, remove the battery and unplug its AC adapter then press and hold the power button for 20 seconds then try if it would boot pass the Aptio Setup screen.
- If these will not work remove the HDD off your laptop then test it again.
- If it does get pass the Aptio Setup screen that means your HDD is already faulty.
- If it doesn't get pass the Aptio Setup screen that could also mean it's a problem with the motherboard.
- Try removing the CMOS battery then put it back in to reset BIOS to default.
- If all these will not work it's a motherboard problem already.
