So I have a new Asus laptop and the puppy chewed the cord. After splicing it back together after a month it sparked and the laptop no longer charges. How can I trouble shoot what needs replacement?

I think I would start with your charging adapter as the most likely candidate for replacement. Having been chewed on, spliced, then producing sparks - I'm guessing it's not a happy camper.
If the previous adapter allowed a surge through, it could be either or both. Try starting it plugged in but with the battery removed. If the battery is dead, the laptop should fire up. If it doesn't fire up, you may need to give Asus a call to see if you can RMA it for mobo replacement. Actually, if the battery is dead but the mobo is still good, it should still fire up but just not work when not plugged in, but you should try a boot without battery anyway, just to make sure.
