ASUS laptop won't turn on

Hi, my 3 month old Asus laptop refuses to turn on.

I'm not entirely sure of the specs and can't check (as it won't turn on), but I do know that it has 8gb of RAM, a 2.1GHZ intel i5 core, and the model is something along the lines of P550L.

The problem began today. When I tried to turn it on, the LED for the power button turned on for a split second and then turned back off. The computer also made a sound that I believe may have been the disc drive turning on.

I have tried turning it on multiple times, with the cable plugged in and the battery out, the battery in and the cable unplugged, both of them being in, and both of them being out.

I also tried what was suggested on another forum, which was to unplug the cable and battery, then hold down the power supply for 30 seconds and then try to turn on the laptop, but to no avail.

The computer behaved exactly the same when the battery was in and the cable out, as well as when the cable was plugged and the battery out. When neither were in nothing happened.

Apparently we had a power surge last night, which blew a couple lights, I'm certain this is in some way related to what has happened, but I've not a clue how to fix this.

okay, I tried removing the hard drive and booting, it did not work but the laptop did not make a noise this time, so I believe the noise was the hard drive, not the disc drive
 
Okay, so I removed the RAM after putting the hard drive back in, now it boots.
Of course, it's only a black screen as it has no RAM. By the way, turns out it's only 4GB of RAM, unless there're two sticks installed in separate places (I couldn't get past one layer of the casing).

I think this means the Power Supply Unit isn't putting out enough power to start the computer when all the components are connected, though this is just speculation.
Is this true? And if so, does it mean I'll need to replace the PSU or is there some way to fix it?
