I have a ASUS M4A78LT-M LE MB with AMD Athlon II X2 260 Regor 3.2GHz Socket AM3 65W processor. It's been running stable with no problems for 15 months. Then the other day it refuses to boot. The lights and fans come on but no beeps or activity. I first tried swapping the PS but no change. Then I reset the BIOS and removed the Video card and then the memory. No change. Finally I removed the CPU to see if anything started working. But I still get no beeps. The board must be dead, correct?

Yeah, mine did the exact same thing, within the same timeframe. Power supply and video card are not the problem, so as far as I can tell, it's the motherboard

Try each of the memory sticks separately or ultimately grab a new board to test it, theres no miracle solution. If you get no post on all the individual rams you can probably assume it's the mobo.

PS: It could also be you processor that overheated or die, i dont know why you ruled that possibility out...
