I plan on buying ASUS MG28UQ 4K/UHD 28-Inch FreeSync Gaming Monitor. I know it pushes 4k at 60hz but does it push 1080p higher than 60hz?

No, a native 60Hz panel is a 60Hz panel, you can't fiddle with that part.
