ASUS Motherboard - new build 3 beeps - RAM issue

Hello here are my computer's specs:

Motherboard ASUS PRIME H270M-PLUS/CSM
CPU - Intel Core i5 7500
RAM - Corsair Vengeance LPX 16GB DDR4
SSD - Samsung 850 EV0 M.2
PSU - EVGA 500W White Snow
Wireless card -TP Link Wireless adapter
Case - Cooler Master Silencio 352

I tried to reset the CMOS and it still gives me 3 beeps (one long and two short). This is indicated as the computer doesn't recognize the RAM. Does anyone have any further suggestions for me to try? I appreicate it!

Yes, Use Rufus to make it bootable.
Or, you can use the Windows media tool.
The external should have worked though in the USB 2.0 port. Only two are 2.0. Have you identified and tested them?
Hi alexoi, I just tried switching one stick of RAM between all the slots. For many restarts one slot didn't give me any beeps at all upon starting. I eventually swapped the RAM for different slots and then kept getting the 3 beep error.
 
alexoiu, you're the best! I removed the heatsink and noticed it wasn't touching the CPU. So I took off the motherboard and reinstalled the heatsink properly. I got into my BIOS finally! I feel very relieved. However, next hurdle. I have an external DVD drive which it doesn't seem to see. I was going to install Windows through this. Now I'm unsure of what to do.
 
The drive is connected and spinning. However the computer is not detecting it when I boot in the BIOS.

Alternatively I have a Win 10 disc image file. Would it be possible to put this on a USB and boot from there?
