Question ASUS motherboard working but no RGB

I just RMA'd my x570 ROG Crosshair Viii hero after the PCIx16 slot died on me. Replacement (refurb) board came in and is exhibiting some weird issues.

1. Default clockspeed was all over the place, it would randomly hit 4.8Ghz and was causing my 5800x to idle at like 70*C.
- I was able to fix this just by running the tuning utility, and now it runs like it used to and idles around 40*C.

2. RGB seems to be completely broken. None of the headers seem to work and none of the onboard lights turn on. The only thing working is the RAM. I've tried turning the RGB on and off again in the BIOS and even a CMOS reset but no luck.

Should I call them up and have them send me another?

EDIT: Aura sync isn't showing the motherboard either, it only shows the RAM.

What BIOS version did the (refurbished)motherboard come with? Try and hook one of your RGB devices to the header. If that operates successfully, then add more to the header using splitters(assuming you're not using a hub and/or you're dealing with splitters alone). As for your RGB devices, mind sharing what they are?

I'm running the latest available BIOS. And even with all the RGB headers disconnected the RGB on the board itself still doesn't work.

The additional RGB lights are 2 large fans and a small LED strip that come standard with the Fractal Compact case.
This all worked with the previous board, so I've reached out to ASUS again to get another RMA on this refurb they sent me.
