I saw that card and i want to know what are the minimal requirements for this card like how much W PSU, what CPU what Motherboard. I Just want to know it because maybe ill buy it.

A quality 450w PSU will be perfectly fine for this card.

FOr the cPU and motherboard it depends on what games you want to play and what your budget is.

CPU: I3 2130 3,4ghz dual core

No that PSU is junk. Avoid for sure. Stick with ANtec, XFX, Seasonic, EVGA.

FOr the CPU and motherboard for GTA and BF4 you really want an i5 4460 and an h97 motherboard. An i3 will struggle pretty badly with both BF4 and GTA5 as they both really prefer 4 cores.
