Asus p4v8x-mx issues

I got a computer from a friend, that refuses to start. I want to get some practice overclocking, and I heard that asus let's you overclock. The issue is that I'm thinking the motherboard is bad. No fans spin, no video output.
I know that the psu and ram are good. I don't have a way to test the cpu, so I'm not sure about that. I checked the pins on the cpu, and none appear to be bent. All I get is a little green light on the motherboard. There isn't a video card on it, so that isn't the problem . I unplugged everything that isn't required to boot. I took it out of the case, thinking that might be the problem, and tried shorting out the two pins to make it start, and got nothing.
I don't know what else to do, and I really want some practice overclocking. This seems to be a great way to learn, on a older computer. Does anyone have any suggestions? I'm lost here.
