So here is the deal I cannot get the motherboard to start up. I plugged everything in correctly. The motherboard power l.e.d lights up (green). When I hit the power button the CPU fan and video card fan slightly turn(about a quarter rotation) but the system never starts.

I have switched around the ram. I switched power supplies. Its got to be the motherboard.
