Asus P5Q Deluxe board power and reset button blinking continously

I am using a Asus P5Q Deluxe with HD 6870 graphics card, Q9300 processor, 4GB RAM, Corsair 750W power supply. Some weeks before I kept my pc on download in the afternoon and when I came back from work in the eve, I saw that my pc was shut down. I tried to start it up by pressing the power button on my NZXT cabinet but nothing happened. So, I removed the video card and cleared some dust from inside and also cleared the CMOS battery for 10 minutes by taking it out from the board. After that when I plugged both the things still the board refused to start.

One thing that I noticed was on the motherboard the Reset and Power button kept on blinking continuously even before pressing any power button to turn on the computer. Sometime before I remember that the Power Supply in hardware monitor in BIOS was showing below 3.3v readings but I ignored it. So I tried testing the PSU this time. For that I removed all the power connector of the PSU - the CPU power pin, removed also the 2 x 6 pin connector from the video card, removed all usb devices and removed all the RAM sticks as well. I then tried to power the board only with the 24pin connector from the PSU but still got the same Reset and Power button blinking continuously on the board and also the PSU fans were not rotating at all. Also, after switching off the PSU still the Reset and Power button on the board kept on blinking but at a slower speed and in about 1 minute the blinking completely stopped

If I am starting my board only with the PSU's 24 pin connected to the motherboard then shouldnt the Power Supply's fan must be rotating? Since it is not rotating then does this mean the PSU is dead or not able to give enough power or is the motherboard dead? The PSU and board both are 5 years old by the way.

It be very helpful if anyone can help me out and I would really appreciate your advice. Thank you

It was indeed a dead or dying power supply. I am now considering buying a Corsair CX600 PSU, will this be enough for my computer build as it is coming under my budget. Thanks once again.
