ASUS P6X58D-E no boot, no beep codes, constent flashing red light

Hello everyone, I'm here today out of curiosity to see if anyone here knows if my best guess is correct regarding a client's motherboard ASUS P6X58D-E. The symptom are, when plugged in the motherboards a red light flashes once a second with a tiny beep and its unable to power up, no fans, no error beeps, etc. I tried to remove the ram, GPU and swap out the PSU to see if that was the culprit with no success except the frequency of the flashes and (none pattern) beeps increasing. I have looked through the documentation with no clear answer on the problem but I am assuming that this is a dead motherboard. Any assistance is much appreciated.

If light diode periodicaly flashes- VSB problem (standby voltage) = mobo dead.
