HI guys and girls.
So first if I have put this in the wrong forum or sub forum I apologize now but I did not know if my problem is because of the mobo or the ram.
here goes.
My system, is this.

All hardware and software is up to date with drivers, I use a driver agent which is quite efficient and also use asus bios update utility to keep bios up to date.
From the time I built this machine ( and it was my first so probably not best configuration ( but I was proud to have done it never the less )) I have had two problems mainly but as this is the mobo/ram forum I shall talk about that as that is the main problem.
So I have 16GB of ram, Asus web site for this board and also Asus support ( who I am in contact with trying to help with this issue/problem ) also confirm I should be able to use all 16GB of ram that I have.
So there are 4 slots for the ram and each slot should take 4GB of Ram.
But I am only using half of the installed ram, the other half is being reserved for hardware as it shows in resource monitor.
So I have made sure each bank of Ram is firmly seated in the slots.
I have checked CPU for bent pin/s and can see none although I have not used a magnifying glass yet as I dont yet have one.
I have raised my voltage to 1.65 from 1.50 via bios and have made sure that timings are 9,9,9,24 - 2N, and I have tried 9,9,9,27-2N as I saw this was recommended to a member here who had same problem but was using 1600Mhz Ram ( ddr3 of course like me ).
I have also tried raising imc voltage and am now at 1.30v, I think I should not go higher than 1.35 so will try that also.
My next action will be to take side off the case and text each slot individually with each 4GB of ram, if only half of it is being used per slot per stick in all combinations then I shall try some 2GB sticks I have ( I have 4 ) and see if they are being halved. Then that might give me some more info on the problem.
How ever I have noticed that the asus web site for this board, link above, does say this: Supports Intel® Extreme Memory Profile (XMP). Could this be the issuer, is my ram XMP or does it have to be, I know it say it supports it but does that mean I have to use XMP ram?
If all else fails then I would think maybe it is a ram issue and I need new ram as mine probably is not compatible although 16GB is recognized just not more than 50% is used.
I have red the qvl pdf ( I htink that is what the compatible ram guide is called ) for this board, my ram is not on it but also I dont see any 4GB sticks of ram so that a 16GB configuration could be made, maybe I am miss reading it but it is available from the site, link above.
Please could some one or any one give me any more advice that could help and even check the ram and if it defo is wrong ram point me to ram that will definitely work, remembering I need 4x4Gb so I can have 16 GB.
I use Photoshop, after effects and other memory intensive programs and really wanna max out the ram, and as ram is so cheap now it matters not if I have to buy new sticks/banks of ram as long as they are guaranteed to work.

P.S; I am going to try and attach as screen shot of task manager/cpuz/speccy and resource monitor showing you that 16 GB is recognized and that each slots is recognizing 4GB but half is being "hardware reserved"

The image of GPUz is the other issue where it is only running at x8 on pci slot when has the capability to run at x16 but as my card works fine with the x8 and I like to have IO level up to sata 6.0 Gb/s as my boot drive is sata 6.0 Gb/s, Im not to concerned with this right now but later will find out why this is happening when I have disabled usb 3 and sata 6.0 Gb/s.
