Asus P8H61-M LX no post, one beep, brief video then restart

Hey everyone!
I have an ASUS P8H61-M LX Plus R2.0, Intel Core i3-3220 3.30 GHZ, Corsair XMS3 4GB PC10666 DDR3, Seagate 160GB Internal Hard Drive SATA lll. Built it 6 mos. ago. Suddenly, no post, one beep, video for a second and then restarting. I've disconnected HDD - no change, swapped RAM - no change, one stick RAM - no change, one stick RAM other slot - no change, swapped PSU - no change, cleaned and reapplied thermal paste - no change, CPU fan is running. How do I determine if it is the mobo or the CPU giving me problems?
