Asus p8z68-v build instructions

Hello,
cpu-led on and no signal to monitor. also video card wont turn on (hd6850).
exchanged the board- same thing.
tried it outside the box (in case of short) - same thing.
components: i7-2600k, crosair mem (2x4gb),radeon hd6850, seagate 1tb hdd.
on start cpu fan and leds come on then power shuts off for 3- sec and starts again. then the cpu-led and cpu fan stay on but nothing else hapens.
what am i missing here?

Thanks, yes it was in. Microcenter recommended to change either cpu or board...I changed both. The new build did not recognized the keyboard so I exchanged that too. Runing ok on MO video now but will see what happens when I put in the card (HD6850) I purchased with the original components.
