Asus P9X79-E WS with intel i7 blue CPU LED

I powered up this P9X79-E WS motherboard with only the CPU, DIMM, Graphics card and CPU liquid cooler and fans. Everything powers up and fans spin. However the Blue CPU error LED is lit solid and the Q-Code shows 00 (Not in Use) no other error LED codes are illuminated. No picture on the monitor and also tried to rest the DIMM memory using the MemOk reset but that just blinked blue forever and never advanced through the failsafe tests. The CPU slipped in like a breeze so I would be surprised if something was damaged during installation. Anyone have experience with this issue?
 
Yes, in fact this MOBO has a diagnostic RED LED for the CPU 8 pin power connection. If i were to remove the 8-pin it lights red when power is turned on. I believe the CPU is therefore receiving appropriate power and voltage since this 8 pin is connected, red LED not coming on and the CPU heats up.
 
Core i7-4960X (3.6G, L3:15M, 6C, HT, 130W, rev.S1) ALL 1203GO
according to the link, which i checked before purchasing, the ALL versions of the MOBO are compatible. I don't know the BIOS version because i cannot go through POST to get to the BIOS screens
 

 

The sticker on the board says 0211, hence i understood it required the current BIOS upgrade 1301 for the i7-4960X. I dont have the DVD to check but can do that tonight when i get home. Directions had said use ".ROM" so i will try P9X79EWS.CAP. I tried using P9X79EWS.ROM, abd P9X79-E-WS-ASUS-1301.ROM
 


I have exactly the same problem - excpet not even a Q-code - did you ever get it going and how? I have the i7 4930 and even with BIOS USB update, I get a solid blue CDU light and can't get beyond that.
