No, it doesn't have a RGB header. The only way to use the RGB lighting on the cooler would be if there is a RGB controller available from the manufacturer.

There are controllers available from Cooler Master and a few others that will control fans and possibly the CPUcooler pump.

From the description on their website, you can use the motherboard RGB header or you can use the RGB controller hub.

The effect isn't going to be the same as it would be if your motherboard controlled the lighting. But you will have RGB lighting.

 
The case doesn't mention anything about radiator mounting. That doesn't mean that it can't. The CPU cooler has a single 120mm radiator. Typically those are mounted on the rear exhaust port. But if you have room for both the radiator and fan on the top 120mm fan port , then there isn't a reason that you can't mount it there.
