Question Asus Prime B450M-A not booting

I have a Cyberpower GMA4400 with an Asus Prime B450M-A, which is not booting at all. There is a steady orange light on the motherboard when it is plugged in, which I've read elsewhere is normal and not a fault indication. It just isn't turning on when I press the button. I have tried first resetting and then replacing the CPU, as well as jump starting the motherboard by shorting the pins where the power switch plugs in (F_PANEL, 3d+4th upper pins per another thread) with a screwdriver, and none of this works. What else should I consider?
