asus prime x470-pro, m2 and gpu install question

noob question about installing the m2 drive and graphics card, would i install the m2 card and graphics card in the first slots or would they conflict each other.
gpu: radeon rx 480 armor
m2: samsung 970 evo 1tb nvme

just for my curiosity what does this mean in the manual. " The M.2_2 socket shares PCIe clock with PCIe x1_1. When PCIe x1_1 or PCIe x1_3 is occupied, the M.2_2 socket can only support SATA mode. " im confused as to what it exactly means
