Asus Prime Z270-AR BIOS 0604 NEW Build No Post

So, all my parts except video card (which worked 5 minutes before I yanked it from another system are brand new.
I have built many systems in the past but I am stumped on this one.

I have read other threads and see that BIOS issues with this board are not uncommon. But I have 0604 which is a little newer than others I have seen.

Symptom: After plugging everything up and powering the PS, It shows the RGB lights on the MB and Green LED by the Power LED. When I press the power button on the case, I heard a soft click and the case fans and cpu fans and SATA HDD turns on for maybe 1/2 a second and then no power and I hear a sort of soft UN-click.

I umgraded from a AMD fx-4170 so I can't even try another CPU. I took great care to install and took about 3 hours so I can't see that it's a physical mis-installation. I could try to re-seat the CPU but I watched a youtube video on how to install and I did it right.

Build:

  • Asus Prime z270-ar 0604
    Intel Core i-5 7600k
    Patriot Viper 4 DDR4 32gb (16gb x2) 2400mhz -- initially was in A2 B2, then A2 only, then A1 B1.
    EVGA Nvidia Geforce GTX 970
    Samsung 960 Evo m.2 500GB
    WD Black 2TB Sata
    EVGA Supernova 850 G2 Power Supply
    Noctua D14 Cooler
    Thermaltake v51 mid tower

I think I found the problem. I think the heatsink is touching the RAM or something else and causing it to short. I will never buy a huge CPU Heatsink again. I will be able to test this theory later today after I get a new Heatskink.

The Noctua nh-d14 is just too large even for a full ATX board.

OK, I have taken all my components out.
I placed the bare motherboard on my desk.
I checked the heatsink backplate but there is no way it could be shorting out the board because the Noctua DH14 part that touches the board is foam/rubber.

I have 1 stick of RAM in A2.
I have my video card plugged in with the 2 6pin plugs EVGA Geforce 970.
I have my 4+4 cpu pin plugged in and 2 cpu fans on the cpu headers, and 40 pin motherboard plugged in.

I think it's my powersupply. Brand new $139.. it's unbelievable. The clicking i think is coming from it. It turns on for about 1/2 a second. The video card fans sputter every couple seconds.

What do you think?
 
It could be. I suggest testing with only CPU and CPU fan installed, both 24 and 8 pin power cables connected. No other wires or components.
Start the board by shortly touching with a screwdriver the 2 pins on the board corresponding to the case power button.
See if the CPU fan does spin.
 


My board doesn't work like that. It has an actual button to boot it on the board.
I'll try it.
 
OK, I took everything off the board except the CPU and CPU Heatsink.
I even unscrewed the m.2 ssd that was plugged in.

The only items involved that are on my desk are:

MB
CPU
CPU Heatsink
EVGA Power supply.

40pin and 4+4 cpu are plugged into the board.
 
I decided to return the Power Supply. I got a completely different brand and same issue, so it is the board or a short somewhere on it or just a config jumper/bios.. I will be opening a ticket with ASUS on this.
