Building my first PC after more than 10 years.

Asus PRIME Z690-P
Intel Core i7-12700F
2x16GB Kingston Fury Beast DDR5
Silverstone SST-SX700-LPT v1.1 SFX-L Power Supply 80 PLUS Platinum, modular - 700 Watt
I cannot get any VGA signal at all through the HDMI or DP ports using the onboard graphics. The system speaker beeps 1 long beep and then 3 short beeps indicating no VGA is plugged in.
I have tried different cables and tested with a 4K Samsung TV and a normal PC monitor and still nothing. I have reset the CMOS to default factory settings.
I have not plugged in any GPU, m.2 or hard drives at this stage until I can see the post on-screen. Everything powers up including the CPU fan.
This is my second new board with the same symptoms. I returned the first board as faulty and they sent me a brand new replacement board. Same symptoms. It makes me wonder if the manufacturer have disabled on-board graphics by default. I have also read on other posts plugging in a GPU did not fix their no-graphics issue. The onboard graphics should work.
Any ideas please?
