Asus r9 280x flickering problem

I got strange flickering problem with my asus r9 280x TOP version (1070/6000Mhz)...So I updated my drivers from version x.x.x to 17.4.3. And now I can't downclock my card to 970/1600 be cause it starts flickering on monitor and Clocks and Voltage goes completely nuts for some reason?? Before I could downclock my card without any problem...I need downlock it because the default clocks are too unstable on BF4.

Here are some pictures. After setting up the Core Clock, GPU cloc and Mem Clock drops down and voltage drops down too for no reason??

then try using pre-Crimson drivers. starting from the crimson and later the driver are having issue with some of the old GCN based card that mess up with the GPU clock. but the issues usually a direct opposite to yours. the card can't enter proper 3D clock so they were using third party software work around called "clock block" to prevent the GPU core from downclocking during gaming session.

Already did that, sometimes underclocking works, sometimes it goes crazy like on photos....don't know why
