asus r9 380 fans do not spin below 31%

Hello, I just was wondering as to whether or not this is a common problem with this card of if the card is working as intended. As of right now, I am using AMD overdrive to work around this problem, but I recognize that this isn't a "real solution" if the hardware is faulty.

It supports fanless mode. During light loads and under certain temperature the fans wont spin.

how did you set the crimsom driver for the fan .
