Can somebody tell me which GPU is better,
ASUS Radeon RX 570 Expedition 4GB OC (90YV0AI0-M0NA00) or
ASUS Radeon RX 570 ROG Strix 4GB Gaming (90YV0AJ1-M0NA00), also is the second one overclockable?

Just pick the cheaper one. Cooling as very similar and clock rates can be easily adjusted. Might be that for the Expedition edition they picked slightly better chips to allow from the shelf OC, but usually this is not really worth speaking about.

They are both overclockable, the Strix has the better cooler.
