Asus rampage extreem v lanes.. 980ti second pci express slot

I have a quastion if it's a big deal where you put the graphics card ?
because my cpu cooler is really big ( coolmaster V8) and can't put my graphics card in the first pci express slot.

i have a I7 5820K Cpu with 28 lanes

Still at 4k with games it's 50/60 fps incounter the drops ?

Can somebody help me with this quastion...

The comparisons I've seen of x16 vs x8 was very small maybe 0-1%. You can use an x8 slot without much difference.

This was 2016 with a GTX 1080.

If i want to overclock my Cpu to higher standard. does it created higher framerate in games and if i do that, do you have to overclock also my memory..?
