ASUS Rampage IV Black Edition power up problem

So i have built my dream machine but the problem is that it wont turn on at all. when i apply power to the board (standby) all the leds turn on like they should. But when i push the power button all that happens is the fan leds light and the blades try to spin but immediately shut down. Also, just after it shuts down nothing will work at all; i cant use the reset button, the go button, or the bios switch. The only way to get any function back is to press the CMOS Clr button on the back of the board or reset the power supply. I'm at a loss here because it wont even make it to any indication i could use. Please help.

You can try to unplug all the cables from the motherboard and then plug them in again. It's worth a shot.

im not sure what happened but it finally got further. now im getting up to the rog logo and enter bios but about 10 sec after the system shuts off. it also has a q code of 34.

turns out it was my power supply, im not sure whether it was the wattage being to low or if it was just a bad psu but im gonna cover both bases. my first indication was a surge protection warning and then later i heard it arc so yeah.
