[SOLVED] Asus Rampage v Extreme booting problem

Hi all
From couple of weeks i'm experiencing problem with my board. In order to boot the PC I have to power it up, then press power button for 5 seconds to switch it off and then just press power button again to start it. After this excersize PC is starting correctly. I have observed that from my 16GB memory the board identify only 12 GB and placing the bones in to various slots does not helping (all bones were checked and they're ok). My suspitions are on last legs of the board or my keyboard as i have to very often change the USB port which it's plugged in. The Kayboard itself is Mad Catz STRIKE 7 with external power. If anyone have any ideas what this is causing or help me with more extesive diasgnostics (im not very experienced). Please see below the PC config:
Board Asus RAMPAGE V EXTREME
CPU Intel Core i7 5820K Extreme
RAM 16GB Samsung Server RAM, DDR4 PC4-17000 (2133), 288 Pin, ECC, Registered, 1.2V, Single Stick/Module
Graphic: Asus Gforce 1070 Strix
HDD: Samsung 500GB SSD 840 EVO - SSD

Which part of the POST sequence does that LED refer to? It should be printed on the motherboard or say in the manual as it looks similar to the boot process of my Rampage VI Extreme, which lets me know if there's a problem with RAM, VGA, CPU when POSTing. Is the Q code not listed in the back of the mobo manual? My board has a problem with booting past the memory when I use XMP, as it doesn't seem to apply enough voltage unless I overclock the RAM myself, so it could be that, for a wild stab in the dark. It will hang on the memory LED and give an "AF: Detect Memory" warning on my OLED panel. If you're using XMP try either reverting to stock settings or bumping the voltage of the memory up a bit.

Try bare minimum, no ssd, peripherials and etc. Except monitor, keep 1 ram stick also.

What happens if you press restart or press the clear cmos button in middle of that loop? It wont hurt at all pressing clear cmos, ive done it numberous times on Asus maximus hero vii.

I forgot to ask, what does the error code state in your manual?

"Q-Code "CE" is normal when booted into the UEFI. Q-Code "bd" is usually improper VCCSA voltage for the memory configuration."
