I might buy a new monitor in the future. currently using 1080p 60 Hz IPS monitor with Sapphire RX 480 4 GB (might upgrade the GPU as well later on). As the title implies, Which is a better choice? what are the trades off? how about the GPU power requirements? Do I need to run dual GPU to get 144 FPS in 1440p? which one is more ideal. In my country it nearly have the same price

Both are likely similar, depending on graphic settings used. A 1080 OC'd and 1080 Ti should get to 144Hz in modern AAA games, with lowering settings a good bit. I feel a 1070 would need to turn down settings way to far in quality to get FPS that high. If you're considering the 1080Ti and can afford it, I'd surely recommend it. Depending on Vega performance, the price may be lowered a bit as well. In all honesty, I'd go with 1080Ti with either monitor you're considering if funds permit.
The 1st monitor is 1440p, meaning that it comes with benefits such as 1ms response time, 144hz, G-Sync etc.
The second monitor is 4k. Meaning almost double the pixels, but with 60hz and 4ms response time.
You will definetly need a beefy GPU to get 144fps at 1440p, but not necessarily 2.
 


So is single GTX 1070 enough for 144 FPS in 1440p CSGO or any 2016-2017 games?
 


PG287q has a 1ms response time, not 4.

CSGO, maybe. Most AAA with decent graphics won't run on a single 1070.

 
Just switched to a PG27AQ a few weeks back. Excellent monitor in my opinion. Games look fantastic in 4k, and this is coming from a 1440P Ultrawide. Even though 60Hz, you need a powerful GPU setup for it to be an issue. I'm running my 1080 OC'd and still had to turn some settings down in Mass Effect to bring FPS up to a more comfortable level.
 



Which one will require more GPU power? 1440p @144HZ
or 4K @ 60Hz?
Also if I turn graphics settings down to normal/medium/minimum, is it possible for single GTX 1070 or GTX 1080 or 1080Ti to get 144 fps for 1440P? especially for AAA games like GTA V, The Division etc and most recent games

A single 1080 should get the job done @1440p 144hz. 4k takes more power obviously.
Although its not relevant, some games such as Arma 3 and GTA V will depend more on your CPU, rather than graphics.
