ASUS rog strix gaming new build issue

Hi there.

I've built a new pc over the weekend. Last night after the build I was able to start it up install windows etc. I powered the pc down, woke up this morning and haven't been able to power it up again. Nothing has changed and I can't figure out what the issue is..

Firstly I've noticed that when I power up the pc, the PSU fan makes two sounds and the fan does not start up. It's an EVGA 850 with the eco boost, which I've turned on and off and the PSU fan still wont start. When plugging in the PSU tester the PSU fan starts without any problems.

Secondly I noticed a red light which is on next next to the CPU on the motherboard. I haven't been able to find anything online regarding the red light next to the CPU so any advice on why it's on would be appreciated and point me in the right direction. The MOBO is a ASUS Rog STRIX Gaming X99 board.

The third thing I've noticed is that the entire boards RGB lights light up when the power supply is plugged in, however none of the case fans are powering up. Any advice as to why this would happen would be great.

I've tried everything so far, removed all components one by one etc.. no luck.

I suspect it has something to do with either CPU cooler being faulty, so my question is would I be experiencing what's described above if the CPU cooler was not working?

Appreciate any advice, suggestions.

Here are some steps to try and find the cause
1: Clear the cmos on the motherboard
2: Remove the CPU and check for any bent pins.
3: Test the system with only one stick of ram.
4: Remove the GPU and see if you get a post.
5: If you have any other power supplies laying around, use them to test if its the power supply.

Sounds like a dead motherboard imho.
