Question asus RoG strix gl12cx

GPU: GeForce RTX 2080
CPU: Intel(R) Core(TM) i7-9700K CPU @ 3.60GHz
Memory: 16 GB RAM (15.92 GB RAM usable)
Motherboard: GL12CX

I'm new to overclocking and I finally got into bios but there was no option to overclock my cpu. Can anyone help me figure this out. I was hoping to play on my new 240hz monitor but it shows I'm only getting 144hz out of my games, so I was hoping overclocking my cpu and gpu would help. Any help would be appreciated.

For GPU overclocking, use MSI Afterburner https://www.techspot.com/downloads/4895-msi-afterburner.html
As for CPU overclocking, check BIOS options for multiplier and voltage settings.

There is no option in my bios, I've read somewhere I need to download Intel's extreme tuning utility . I dont have water cooling, what is a reasonable overclock for the cpu?
